अभियान का अद्वितीय कोष

अभियान इस बात की सावधानी पहले से ही बरत रही है जिससे कि अभियान अन्य बडे आकार की पार्टियों की तरह अमीरों की कठपुतली न बन जाये। इस सावधानी के कारण ही अभियान चन्दा स्वीकार तो करेगा, किंतु चन्दे को ब्याज सहित वापस करने की इकतरफा योजना पर काम कर रहा है। चूंकि चन्दा देने वाले को चन्दा वापस लेने का कानूनी अधिकार आज के कानूनों में सम्भव नहीं है, अत: अभियान चन्दा वापसी के नियति की घोषणा तो कर सकता है किंतु चन्दा वापसी का कानूनी समझौता चन्दा देन वाले के साथ नहीं कर रहा है, जिससे कि जनता मे यह विश्वास पैदा हो जाये कि उसके द्वारा अभियान को ‘काम’ या ‘पैसा’ के रूप में दिया गया चन्दा बैंकों से भी अधिक ब्याज दर से उस समय वापस मिल जाएगा, जब अभियान की केंन्द्र में सरकार बनेगी।

आर0 डी0 आर0 क्या है?

चूंकि अभियान वह नोट नहीं छाप सकती, जिसे छापने का अधिकार केवल सरकार को होता है। इसलिए अभियान सरकार द्वारा जारी करेंसी नोट को अभियान के कार्यकर्ताओं को वेतन के रूप में नहीं दे सकती। इसीलिए अभियान एक ऐसे प्रमाणपत्रक को मान्यता दे रही है जो अभियान कार्यकर्ता द्वारा किये गये काम का प्रमाणपत्र होगा। इसमें यह अंकित होगा कि धारक ने कितने रुपये के बराबर का काम किया, किंतु उसका भुगतान बाकी है। यह प्रमाणपत्रक नोट नुमा होगा, किंतु सरकार द्वारा मान्यता प्राप्त नहीं होगा। सरकार इसको मान्यता दे- इसके लिये जनता की अदालत और संसद में संघर्ष करेगी। अभियान इस बात के लिए भी संघर्ष करेगी कि जिस तरह सरकार द्वारा जारी करैंसी नोट को छापने वालों को सजा का प्रावधान है, उसी प्रकार अभियान द्वारा मान्यताप्राप्त आर0 डी0 आर0 की नकली प्रतियां छापने वालों को भी सरकार दण्डित करने का प्रावधान करे। नकली आर0 डी0 आर0 छपने की सम्भावना खत्म होते ही आर0 डी0 आर0 अभियान कार्यकर्ताओं के बीच आपस में लेने-देने का माध्यम भी बन जाएगी। नकली आर0 डी0 आर0 छपने की संभावना तब तक बनी रहेगी, तब तक कार्यकर्ताओं व आर0 डी0 आर0 समर्थकों को आपसी लेने-देने की अनुमति अभियान नहीं देगी। यदि फिर भी आपसी लेने-देने आर0 डी0 आर0 धारक करते हैं और किसी से उन्हें नकली आर0 डी0 आर0 मिल जाता है तो उस नकली आर0 डी0 आर0 का भुगतान पाने की लडाई अभियान नहीं लडेगी। अभियान के संबंधित विभाग के रजिस्टर में जिस कार्यकर्ता, अनुदानदाता के नाम से जितनी रकम दर्ज होगी अभियान केवल उतने भुगतान के लिये सरकार पर लोकतांत्रिक दबाव बनायेगी। नकली आर0 डी0 आर0 छपने की संभावना रोकने के लिये ही आर0 डी0 आर0 की परिकल्पना के जनक श्री भरत गांधी की तस्वीर छापी गई है और उनके द्वारा अधिकृत व्यक्तियों के असली हस्ताक्षर हर नोट पर अंकित किये गये हैं। अधिकृत हस्ताक्षरों के नमूने अभियान की वेबसाइट पर कोई भी व्यक्ति देख सकता है और आर0 डी0 आर0 की असलियत व नकलियत को पहचान सकता है। अभियान के सुप्रीम कोर्ट के अधिवक्ताओं ने आर0 डी0 आर0 की योजना इस तरह से बनाई है कि देश में व दुनिया में असली लोकतंत्र लागू हो सके और कोई कानून भी न टूटे। रिजर्व बैंक भारत के राष्ट्र्पति, प्रधानमंत्री, वित्तमंत्री, विधि व न्याय मंत्री को पत्र लिखकर यह पूछा गया कि अगर आर0 डी0 आर0 छापने और कार्यकर्ताओं में बांटने से पहले संबंधित कानून को सुधारने को लडाई शुरु करें। किंतु रिजर्व बैंक के अलावा कहीं से भी जवाब नहीं आया। आर0 डी0 आर0 छापने से कोई कानून टूट्ता है- ऐसे किसी की जानकारी रिजर्व बैंक ने जो पत्र भेजा, उस पर गोपनीयता के शर्त होने के कारण वह पत्र प्रकाशित करना संभव नहीं है।

चन्दे की वापसी का तरीका

अभियान को चन्दा देने वाले व्यक्तियों व संस्थाओं को उनका धन सरकारी ब्याज दे बेहतर दर से वापस मिल जाये, इसके लिये अभियान चन्दा देने वालों को चन्दा प्राप्ति रसीद के अलावा आर0 डी0 आर0 के नाम से एक विशेष नोट भी देता है। इसी नोट के प्रमाण के आधार पर नोट के धारक को सरकार ब्याज सहित धन वापसी करे, इसके लिये अभियान काम कर रहा है, अभियान द्वारा निर्धारित कामों को करने के लिय दिये गये ‘श्रमदान’ को भी चन्दा मानता है और अभियान के कार्यक्रमों में ‘मौजूदगी’ को भी चन्दा मानता है, जो न मिलता तो अभियान को वह सामान, सेवा या सुविधा खरीदने के लिय पैसा खर्च करना पडता। इस प्रकार अभियान ने चन्दे का सुबूत (आर0 डी0 आर0) उन लोगों के हाथों में भी देने की गुंजाइश बनाया है: जिनके पाक देने के लिये नकद नहीं है। लोग अभियान को चन्दा श्रम, समय, सामान या सेवा के रूप में भी दे सकते हैं और उसके एवज में अभियान द्वारा मान्यता प्राप्त आर0 डी0 आर0 प्राप्त कर सकते हैं।

कर्ज वापसी का तरीका

कम्पनियां शेयर बेचकर बाजार से पैसा इकठ्ठा कर सकती है – ऐसा कानून है। किंतु ऐसे कानून नहीं हैं, जिससे पार्टियां भी अपने कामों के लिय बाजार से पैसा इकठ्ठा कर सकें। अभियान आर0 डी0 आर0 को ऐसी चीज के रूप में विकसित करने की योजना पर काम कर रहा है, जिससे आर0 डी0 आर0 में इतना विश्वास पैदा हो, जो कि बाजार में आर0 डी0 आर0 बेचकर अभियान धन इकठ्ठा कर सके और उस धन से अभियान अपने शिक्षण- प्रशिक्षण व प्रचार-प्रसार के कामों को कर सके। अभियान को नकद के अलावा श्रम, समय, सामान, सेवा,,,,, के रूप में भी कर्ज दिया जा सकता है और इस कर्ज के प्रमाण स्वरूप आर0 डी0 आर0 प्राप्त किया जा सकता है। इस आर0 डी0 आर0 के बदले लोग सरकार के खजाने से ब्याज सहित धन वापस जा सके – इसके लिए अभियान कार्यरत है।

अभियान के अधिकारियों को वेतन का तरीका

अभियान हर काम को भुगतान योग्य काम मानता है; जबकि पार्टियां नहीं मानती। इसीलिए पार्टियों में टिकट लेने की होड लगी रहती है। जिस कार्यकर्ता को पार्टी का टिकट मिल गया और सन्योग वश वह चुनाव जीत गया तो अभियान में काम करने के बदले उसे भुगतान मिल जाता है। लेकिन शेष कार्यकर्ता अपने आप को ठगा सा महसूस न करें; इसके लिये अभियान ने सभी कार्यकर्ताओं को सरकार के माध्यम से वेतन भत्त्ता देने की नीति अपनाया है। अभियान में काम करने वालों को अभियान आर0 डी0 आर0 का भुगतान तुरंत करेगा, जिससे कार्यकर्ताओं के पास काम करने का सुबूत जमा होता रहे। अभियान का प्रयास होगा कि कुछ वर्षों के अंतराल पर कार्यकर्ताओं के बकाया वेतन का भुगतान वर्तमान सरकार करती रहे। यदि बाहरी पार्टियों की सरकारें भुगतान नहीं करती तो सरकार बनाने के बाद अभियान से जुडी पार्टी व गठबंधन स्वयं अपनी सरकार द्वारा भुगतान करवायेगी।

Sub: Regarding legal examination and submission of suggestions on proposed mechanism of exchange and funding the individuals and the institutions who work for evolving such a political and economic system based on justice especially economic justice for all.

Respected Her Excellency,

1. That, it is universally accepted truth that only that society and that country may make progress in which democracy and non-violence is assured. Experiences of history have proved that non-violence created by violence of state cannot be sustainable.

2. That, sustainable non-violence is possible wherein there is guarantee of justice to all. For the purpose of justice, only the presence of judiciary is not essential but also it should appear to all that justice is being done.

3. That, the constitution of India provides assurance of social, economic, political justice and equality of opportunities to all citizens of India. But unfortunately some laws and traditions of budget, of tax structure and of inheritance, bury the very substance of these ideals of the constitution. On account of all these few people acquire economic power on the moment of birth worth billions and while on the other hand majority of people fall into the trap of marsh of economic slavery and of poverty. And moreover, due to these defective laws, defective economic system and defective political system, some handful people are enabled to accumulate that much property which other citizens of India can not even earn during many generations.

4. That, in fact the revenue collected by the government in the name of stamp duty and many other taxes is the fees of making a person rich. This fee is collected from those people who wish to become rich by utilizing the existing laws. Unfortunately this fee is distributed among the employees of legislative, executive and judiciary accordingly, but the creator of these three pillars of democracy that is ‘voter’ get no share of this fees. While the voter is the fundamental authority of creating law and even voter is the central pillar of democracy.

5. That, the reason of ejection of common man from the current economic development is due to the fees which does not distributed among the voters collected by the those people who become rich by utilizing the laws. Consequently, the economic disparity has increased to the extent that the big part of country has fallen in the trap of violence as a reaction being deprived of that opportunity.

6. That, on one hand this economic disparity is coming in the way of majority of people in exercising their constitutional rights and on the other hand the same is forcing the main leaders of political parties in power to become puppets and slaves of very rich people (economic giants).

7. That, “The political leaders in power are in grip of very rich people”- such an inference is not new but in this respect the concrete proof become available during the course of the proceedings of 14th Lok Sabha when 137 Members of Parliament demanded to approve the proposal of right of votership and for the discussion on the same under rule 193. Due to the pressure of very rich persons the main party leaders were forced for not to cooperate with the proposal of votership, the innovative mechanism of inclusive growth. This conclusively proves that the parliament has become subservient to the very rich persons.

8. That, from the above Para 7 it is obvious that the persons who blame the leaders, bureaucrats and judges responsible for corruption and violence, do not understand the ground realities. No doubt the main leaders of political parties appeared to be derailing the efforts of 137 Mps regarding the proposal of votership in the parliament. But because of very expensive nature of power politics they are forced to become slaves of very rich people. Without accepting this slavery it is impossible for any party to reach the power and maintain that position.

9. That, due to such financial compulsions of main party leaders’ 77 crores people of India who could not even earn 20 Rupees a day, have become parliament less, government less, country less, vatan less and have become orphans. Their condition has become like tamed ox that produces wheat in field but are only entitled to eat husk always, just as oxen are not poor, they are slaves. Similarly, 77 crore people of India are not poor but they are economic slaves. Those slaves are kept by the very rich people through government as tamed reserved working force like oxen kept by the farmers.

10. hat, in democracy the fundamental creators of executive, legislature and judiciary are voters. T Therefore its constitutional position is that of fundamental owner of all the properties of the country and fundamental bearer of sovereign powers of the nation state. Hence, the voters must not be treated as similar to that of reserve working force like oxen. The fundamental principle of constitution is that the sovereign power of state is not confined in any other organ of state but it is confined to voters’ collectively.

11. That, since voters are the fundamental owners of all the properties of the country and the institutions like parliament and government are created by them. Therefore these institutions should have worked for distributing the dividend and rent to the voters on regular basis against their share in the collective property of the country. These institutions should not have confined merely of providing employment to voters. Since the government emphasizes only about providing jobs to the voters also proves the government has forgotten that the voters are its masters. That is why the contemporary governments of the world are functioning while deeming voters to be its servants rather than its masters.

12.That, in view of economic slavery of voters and absence of any system of political funding, the main leaders of political parties has become subservient only to economic giants. Hence, it has become necessary to initiate a movement for legal and political reforms not only in the country but also all over the world. So that by enacting a package of reforms in present polity and in economy a new politico- economic order could be evolved based on the justice for all and so that the advantages of democracy could be attain not only by the government personals but by the common men too. It is also required so that the ‘democracy’ of ‘public’ made by the ‘public’ may be able to work for the ‘public’ too in the real sense.

13.That, the action of political reforms could not be possible without political polarization, which requires a big amount of money for a long time. Since contemporary system of polity, of exchange and of distribution do not do justice to enormous lower economic class of the nation. Therefore, the lower economic class does not have enough money to spend for their collective economic interests. Thus it is also certain that this class of voters will not be able to carry burden of liability of political polarization. It is also certain that the prosperous class which is privileged by the present unjust polity will also not like to hand over such big amount for this purpose as much as required. But the some individuals and institutions related to the same prosperous class who wants to put an end to the system of economic slavery, can make available required amount if they are assured of getting their amount back with relatively more interest rate from either the reformers or from the government.

14.That, keeping in view these conclusions a certified note under the title of RDR has been deemed necessary to be given to those individuals and institutions that want to work for political reforms and are keen of investing in aforesaid various activities run for the purpose of reforms. The notes proposed to be given in exchange of works done for the reforms and to be given in exchange of investments on such various activities are called RDR. The proposed specimen of the RDR with related explanations is enclosed herewith.

15.That, the experiment of RDR is the initial step so that a new kind of share market could be evolved in which those individuals and institutions would like to invest rather than to donate who works for democratic and constitutional progress by the means of their own mechanism of legal and political reforms.

16.That, In the opinion of our well known constitutional and legal experts, by obtaining RDR, the abovementioned mechanism of exchange and funding does not violate any provision of law. Even then, if there is any violation of any provision of law, then the under signatory wants to be informed about this in a month. So that the appropriate bill / bills may be drafted and get passed by the parliament for amendments in concerned law / laws and even in the concerned article/ articles of the constitution.

17.That, if no reply is received within 60 days the undersigned will deem it that the specimen of RDR enclosed with this letter is technically in accordance with law and in your opinion too, there is no need of any kind of amendment therein.

Annexure-One

Brief Informations regarding the explanations, rules and conditions related to RDRs

1. Global Organization for Democracy (GOD) is a body registered in India as a charitable trust. Further it will be called as GOD in brief.

2. Global Citizens Fund is an institution conducted by the GOD proposed for regulating the matters related to issuing, exchanging, accounting, auditing, keeping records and controlling demand and supply of RDRs in accordance to the directions issued by the GOD. Further it will be called in brief as GCF.

3. Political reforms means legal and constitutional reforms approved by the GOD.

4. The official meaning of RDR is Refundable Donation Receipt. RDR is a certificate of evaluation of work and of evaluation of economic contributions issued to those individuals and institutions for their financial contributions and works done for political reforms. RDR is a collective receipt of various organizations too issued for those individuals and institutions who contribute financially for the works and projects of political reforms.

5. In principle the tool of RDR is an initial step of filling the blank space of global currency in this very age of economic globalization. This tool will be approved by those world citizens by heart who are humanitarian by mind and love humanity, who believe themselves above the national prejudices and wants to eradicate violence, economic slavery and poverty from all over the world by evolving a competent and judicious political and economical world order.

6. RDR is a tool of developing common receipt system of various organizations. RDR is a mechanism for evolving global collective strength of various organizations, supporters, financial contributors, members, office bearers and leaders thereof working on the similar objectives under various banners and various leaderships.

7. For the purpose of evolving collective force of various organizations the formation of executive committee of the GOD is proposed to be constituted by the elections conducted in transparent manner and voted by the executive heads of village level, block level and district level office bearers of various organizations and their federations, various political parties and their alliances, various movements and campaigns and various trusts working under different leadership and different working ways who approves the basic structure of the by laws of the organization recognized by the GOD.

8. The company returns back the preliminary expenses to promoters of the company but the same is denied by the parliament and government. Hence, for evolving a competent political funding mechanism parliament should return back the money to those who donated for the elections and for other proceedings of forming government. Global Citizens Fund is an institution coming for keeping transparent records of expenses made for the same by the individuals and by the institutions.

9. In fact the legal status of the notes or RDRs issued by the GCF is nearer to a Promissory Note handed over to the creditors received for the purpose of operating social and political awareness campaign. The RDR is deferent to Promissory Note in the sense that the money related to RDR is refundable with conditions by the government, not by the issuing authority.

10. The legal status of money given by the bearer of RDR is like non-refundable donation till the legislature of the concerned country makes law to refund it by the finance bills. Hence the right of bearer of refunding back the money could not became possible today till Dec. 2009.

11. The bearer of RDR may withdraw the money only on the will of the parliament, not on the will of the bearer itself.

12. Investing in activities of political reforms launched by the GOD bearers of RDR bear more risk than investing any other places. That is why GOD demands double rate of interest. This will be helpful to inspire investors to make world better by investing in public service sector. GOD is also working for required legal reforms for minimizing the risk for such investors.

13. GOD does not demands the money back to the government with compound interest.

14. RDRs are neither approved nor guaranteed by any of the country governments of the world. The bearer who will assume it guaranteed or issued by any country of the world will be responsible itself.

15. The globe printed with GLOBAL DEMOCRACY on the RDR is the monogram of the GOD and the circular design made on RDR is the monogram of GCF wherein GOD, MGC and GCF is written .

16. The tree of jackfruit printed as up side down on the RDR is the symbol of sovereignty of the state approved by the GOD.

17. The building printed on RDR is the picture of the building of the United Nations Organizations.

18. The picture of human face printed on the RDR is the picture of Mr. Bharat Gandhi, the political reformer. This photograph is adopted till the alternative name and photograph of universally accepeted personality will be identified and recognized by the GOD.

19. Through the picture of two flying pigeons GOD delivers message of rendering economic freedom to economic slaves of whole world.

20. For making each and every piece of RDR unique, the unique code on RDRs is printed and for making piece unique, the following measures has been adopted: a) First two digits convey the century in which the said RDR was issued. b) The third letter shows the related hemisphere where the said RDR was issued. c) The fourth letter shows the northern or southern portion of the related hemisphere where the said RDR was issued. d) The fifth and sixth letters collectively show the concerned country where the said RDR was issued. e) The seventh and eighth letters collectively show the concerned province of the concerned country where the said RDR was issued. f) The nineth and tenth letters collectively show the year when the said RDR was issued. g) All the letters printed after the tenth letter collectively show the unique identity of the said RDR.

21. The original signatures of two governors of issuing authority are proposed on each piece of RDR for preventing the printing of duplicate copy of RDRs.
